Sometimes, when opening a new tab, Chrome also pops-up a new separated window named "Chrome Legacy Window". It's invisible, but appears on the taskbar.Please check.Thanks.
I am on ChromeOS DEV 53.0.2760.0 and there is no release notes for DEV since this post for 53.2756.0. What's in the new release?

I'm getting "Chrome Legacy Window" as well
I also have the "Chrome Legacy Window" and it appears when I have opened within Chrome a PDF file, so it could be Chrome's PDF viewer. Maybe there are other situations that make this appear in the taskbar.Not a big issue, but a bug anyways.
