Dev Channel Update for Chrome OS

The Dev channel has been updated to 31.0.1631.1 (platform version: 4701.0.0) for all Chrome OS devices except Google Chromebook Pixel and Google CR-48 devices. This release contains several improvements and bug fixes.
(edit 9/20/2013: The Google Chromebook Pixel has been updated to 31.0.1631.2 and platform version 4701.2.0)
